SPONSOR: The Newport Yacht Club Regatta Committee
RULES: Racing will be conducted in accordance with the following; (1) the Racing Rules of Sailing 1997-2000, including the prescriptions of US Sailing; (2) This Notice of Race; (3) The NYC Sailing Instructions and any amendments thereto.
ELIGIBILITY: To compete, and be scored, a boat must be properly registered with the Newport Yacht Club Regatta Committee. An eligibility is define by the 1999 Race Instruction For the Spring and Summer Cruising Class Series.
REGISTRATION: Submit the entry form with the appropriate entry fee of $55 for NYC members or $65 for non-members, with a valid 1998 PHRF rating, to the Newport Yacht Club Regatta Committee, P.O. Box 488, Newport, RI 02840. The waiver of liability must be signed by the yacht owner and/or skipper. All Yachts racing must have completed and submitted all forms prior to participating in the first race of the respective series. No yacht shall be scored without the completion and submission of all forms and fees.
LOCATION: The starting line for the Spring and Summer series will be in the area South of Rose Island.
SCHEDULE: Racing for the Spring series will begin on May 19, 1999 and will continue on each following Wednesday evening until June 23, 1999. Racing for the Summer series will begin on June 30,1999 and continue on each following Wednesday evening until August 25, 1999. The warning signal will be at 1800.
CLASSES: There will be two non-spinnaker classes for the Spring series, divided by PHRF ratings. The Summer series will have a spinnaker and non-spinnaker division, with two classes in each division divided by PHRF ratings. The class breaks will be found in the Sailing Instructions. There will be a Cruising Ensign class in the Summer series if at least five boats are registered by June 30,1999.
SCORING: The scoring system to be used will be announced in the Sailing Instructions.
ALTERNATIVE PENALTIES: 720 degree turns as described in the Racing Rules of Sailing 1997-2000, including the prescriptions of US Sailing Part 4 Rule 44.1 and 44.2, amended to require a yacht which has accepted an Alternative Penalty and done her turns to advise the race committee after finishing.
SAILING INSTRUCTIONS: The Sailing Instructions will be available by May 1, 1999.
PRIZES: Will be awarded for the first three places in each class for 6 or more boats in that class.
First and second places will be awarded for classes which consist of 4 to 5 boats.
