RULES |

The series will be governed by the Racing Rules of Sailing 1997-2000, including the prescriptions of US Sailing, and by these Newport Yacht Club Sailing Instructions. |

| 2. |
ELIGIBILITY |
| 2.1 |
Boats that have completed the registration requirements with the Newport Yacht Club shall become an Eligible boats. |
| 2.2 |
A boat will become an eligible boat once it has properly registered with the Newport Yacht Club by completing a Newport Yacht Club 1999 Spring/Summer Registration form, a 1999 PHRF Narragansett Bay rating certificate and has paid the registration fee. |
| 2.3 |
To compete and be scored, a boat must be an eligible boat. |
| 2.4 |
The Newport Yacht Club will provide a separate start for any one-design class with five or more yachts which are properly registered by May 19,1999. |

| 3. |
SCHEDULE OF RACES |
| |
The Spring Cruising Series will begin on May 19,1999, and will continue on each following Wednesday evening through June 23, 1999. The Summer Cruising Series will begin on June 30, 1999 and continue on each Wednesday evening through August 25, 1999. |
| 3.1 |
Should wind, weather or other conditions make it impossible to complete the scheduled number of races, the series results will be based on the number of races completed. |

NOTICES TO COMPETITORS |
| |
Notices to competitors will be posted on the Regatta Bulletin Board located at the Newport Yacht Club. |
| |
| 5. |
CHANGES IN THE SAILING INSTRUCTIONS |
| |
Any changes in the Sailing Instructions will be posted before 1600 hours on the day it will take effect. |
| |
| 6. |
SIGNALS |
| 6.1 |
Signals made ashore will be hoisted on the flagstaff at the Newport Yacht Club. |
| 6.2 |
Code flags "AP" over "H" means "Races not started are postponed, further signals ashore." followed by 2 sound signals. |
| 6.3 |
Code flag "N" means "All races are abandoned, return to the starting area." followed by 3 sound signals. |
| 6.4 |
Code flags "N" over "A" means "All racing is abandoned, No more racing today." followed by 3 sound signals. |
| 6.5 |
Code flags "N" over "H" means "All races are abandoned, further signals ashore." followed by 2 sound signals. |
| 6.6 |
On the water signals will be as described in Part 3 and the Back Cover of the Racing Rules of Sailing 1997-2000, including the prescriptions of US Sailing. |

NYC will monitor and make announcement using VHF Channel 78. |

| 8. |
RACING AREA |
| |
The starting line will be located in the area South of Rose Island. |
| |
| 9. |
STARTING |
| 9.1 |
Races will be started using Rule 26, system 2 with classes start at 5-minute intervals. |
| 9.2 |
The starting line will be between the orange flag/shape on the race committee boat, and the port end-starting pin. |
| 9.3 |
Boats whose Prep Signal has not been made shall keep clear of the starting area and of all boats whose Prep Signal has been made. |
| 9.4 |
A boat shall not start later than 4 minutes after her starting signal. |

| 10. |
THE COURSES |
| 10.1 |
Course will be selected from the 1998 update to the 1999 South Bay Racing. The course for each class will be posted under its designator. |
| 10.2 |
A number 2 (two) in parentheses under a course indicates that the entire course is to be sailed twice around. |
| |
| 11. |
RECALLS |
| 11.1 |
The raising of the "X" flag with one long sound signal will signal individual recalls. The race committee is not responsible for notifying the offending boat. The flag will be lowered when all boats are considered clear and/or one minute before the start of the next class. |
| 11.2 |
The raising of the 1st substitute flag with two sound signals will signal a general recall. The flag will be lowered one minute before the start of the next class. The class recalled will re-start at the end of the starting sequence in progress. |

| 12. |
POSTPONEMENT |
| |
Rule 4.1 "AP" Answering Pennant- Postponement Signal is amended to read: If an AP has interrupted a starting sequence, The prep signal will be made one minute after this signal is lowered. If a new course is signaled during this postponement, code flag "C" will be displayed with a new course signal before the prep signal for a class that has not started. |

| 13. |
ALTERNATIVE PENALTIES |
| |
720 degree turns as described in the Racing Rules of Sailing 1997-2000, including the prescriptions of US Sailing Part 4 Rule 44.1 and 44.2, amended to require a boat which has accepted an Alternative Penalty and done her turns to advise the race committee after finishing. |

| 14. |
The Finish |
| |
The finish line will be between the orange flag/shape on the race committee boat, and the nearby mark. |
| |
| 15. |
TIME LIMIT |
| |
The first boat in a class must finish before 30 minutes after sunset at Newport; any boat not finishing within one hour after sunset will be scored DNF. |
| |
| 16. |
PROTESTS |
| |
Protest shall be filed at the Newport Yacht Club within 24 hours of the boats finishing time, on US SAILING protest forms. Protest forms are available at the Newport Yacht Club. They are to be filed in the locked protest box at NYC. |

| 17. |
SPECIAL INSTRUCTIONS |
| 17.1 |
All Government Aids to Navigation must be observed except those designated as turning marks. |
| |
| 18. |
SCORING |
| 18.1 |
Races will be scored using the low point system DSQs and/or OCS" will not be allowed to be thrown out. A boat must sail at least 70% of the races sailed to qualify. |
| 18.2 |
No unregistered boat will be scored. |
